Divisions

 

Finance

General Information

   

Objectives:

To assist the top management to manage the expenses in an efficient and systematic manner as well as to provide financial support services to all other branches, divisions and departments in the Ministry to ensure that all activities and programs are executed efficiently and effectively.

 

Function
The function of this division is as follows:

1. To Provide Budgetary Estimates for the Ministry:

  • To prepare annual budget proposal for the Ministry.
  • To prepare and distribute allocated warrants to all Youth and Sports Departments and IKBN.
  • To manage all allocations and additional allocations.

2.  To Manage Payment of Expenditures and Trust Expenditures:

  • Manage emolument payments.
  • Manage management and administrative expenditures for Head Office such as bills, local orders and staff claims.
  • Manage Amanah expenditures such as car and computer loans, scholarships, youth development economy group loans and national sports trust accounts. 

3.  To Manage all Procurements of Supplies and Services for the Ministry:

  • Purchase via:
Direct Purchase
Quotation
Tender
  • Flight ticket reservations.

4.  To Maintain All Accounts / Trust Accounts.

  • Upkeep of all Trust accounts records.
  • Prepare monthly reconciliation statements.
  • Prepare receipts and annual payments .

5.  To Maintain the Income Tax accounts.

  • Prepare consolidated reconciliation statements for all of the Ministry’s head offices.
  • To prepare estimated annual tax payments.
  • Prepare the Accrual Reports (Laporan Akaun Belum Terima) up to 31st December

6.  To Manage the Car and Computer Loans Process:

  • To manage employees’ computer and car loans applications
  • To maintain the car and computer loans records.

 

 
   

Development Division

General Information:

Objective:

To plan and execute all approved development programmes under the RMK-9 promptly, to ensure compliance to all existing financial regulations,  to monitor its execution in line with JKR standards and the Government’s strength and integrity policy.

Functions:

The Division’s functions are as follows:

1.  To plan all Ministry of Youth and Sports RMK 9 projects:

  • To identify projects and project site,
  • To prepare project brief and scope
  • To obtain budget allocation for the project
  • Identification of Project Site
    Allocation
    Approved project scope

2.  Execution of Projects

  • To obtain annual allocations
  • To determine project execution method and ensuring that projects are executed according to the budgeted time.
  • To manage the appointment of project management team:
  • M&E
    SO
    Architects
    Others

3.  To manage procurement of supplies and services in the Ministry

  • Updating the SPPII
  • Monitor building activities at the sites/site visits/site meetings.
  • Payment schedule
  • Payments.
  • Ensure payments made in accordance to project milestones.
  • Project handover
  • Prepare final accounts.
  • Manage VO and EOT where needed.

4.  Project Management & Administration

  • To manage projects within DLP.
  • To prepare and identify DLP list.
  • To confirm and validate DLP list
  • To monitor contractors execution of work within DLP.
  • Scheduled/immediate maintenance works
  • To produce CPC and DLP
  • Final accounts for the project.

PROCUREMENT DIVISION

General Information

Objectives:

To assist Management in the efficient and effective planning and execution of all procurement related activities and programmes under the Ministry.

The Division’s functions are as follows:

1.  To manage procurement and purchasing of supplies and services for the Ministry’s Head office through procurement procedures such as:

  • Central contracts
  • Direct purchase
  • Quotations, and
  • Tender. 
  • Jabatan Sukan dan Belia Negeri;
  • Institut Kemahiran Belia Negara; and 

2.  To manage the Ministry’s and its agencies procurement of supplies and services through  tender procurement procedures as follows:

  • State Youth and Sports Department
  • IKBN
  • Development Agencies.

3.  Secretariat for Quotation Committee of Ministry’s Head office.

4.  Secretariat for the Procurement Board of KBS A and B.

5.  Manage and monitor the collection and administration of the Ministry’s procurement information.

6.  To execute the eGoverment project through the ePerolehan system.

7.  Assist the procurement management of the Ministry and its Agencies.
