The Ministry's role, as the main responsible player for Malaysia's youth and sports growth, a proper strategic plan and identifying the target groups has to be done.By having this move, a proper future advancement plan on youth and sports development, could be plan and rationalised. Implementing this move will be easier for the Ministry to plan, implement and execute programs which guarantees the delivery of objectives and messages, thus succeeding the national's agenda.
The target groups which the Ministry has identified are:-
* All Malaysians;
* Youth Group (age group from 15 - 40, and follows under the National Youth Development Plan)
* High Impact Sports Athletes Group (under the National Sports Council Act)
* Government Agencies
* Sports Associations (under the 1997 Sports Development Act)
* Youth Associations
* Other Non Governmental Associations (NGO)
