To ensure efficiency and effectiveness in planning, managing, and developing human recource towards the creation of Ministry personnel which are professional, competent, integrity, competitive and highly ethica

To provide effective and efficient support service through the creation of optimized ministrial organizational structure, proficiency in managing personel and performance as well as disciplinary matters by providing comprehensive training in order to develop the skills and career development of Ministry personnel

Organization Development / Human Resource Planning Branch
Objective
To ensure the Ministry of Youth and Sports and its agencies have appropriate organizational structures commensurate with adequate numbers of manpower. We also planned for future development of human resource for the Ministry with the view to enhance its efficiencies and effectiveness.
Roles And Functions
- Research and strategic planning for human resources;
- To chart Ministry’s organizational structure;
- To study the need and the creation of new post;
- To propose abolishment of post and regrading;
- To coordinate and supervise the implementation of Personnel Database through HRMIS (Human Resources Management Information System) to all department/ agencies under KBS;
- Updating information on personnels in KBS through SPSM; and
- Auditing
Client Charters
We are committed to uphold Ministry’s mission and objectives by providing professional services which is in line with the goverment rules and procedures. As a supporting agency to the Ministry, We will ensure that;
- All application for restructuring will be processed within 60 days and submit to Department of Civil Service (JPA), Malaysia for approval.
- All approved establishment warrant received from treasury will be submitted to the agencies / department within 3 days.
- All request pertaining to information establishment will be furnished within 3 days.

Service And Counseling Branch
Objective
To provide and implement personnel management and service related matters in a more effective manner based on predetermined service principles whilst complying to the relevant rules and regulations.
Roles And Functions
- To plan and coordinate recruitments and appointments from SPA particularly, position for Non Common User Service.
- To plan and coordinate matters pertaining recruitment, appointment and position offering among employees within the Ministry’s jurisdiction.
- To coordinate appointment via temporary transfer and loan.
- To plan and coordinate recruitments and appointments for positions namely the Common User Service and the Cadre.
- To coordinate Confirmation of Service and enrolment to the pension scheme’s positions.
- To coordinate and manage the applications for leave and allowances for eligible applicants.
- To coordinate and manage housing loans, medical facilities and pension’s matters.
- To coordinate and manage counseling program within Ministry
Client Charters
We are obliged and committed in providing effective, professional, ethical and friendly services to our customers. As such, we will
- Guarantee that all services upon acceptance be processed within five (5) working days before the same be forwarded to Public Service Commission, Public Service Department and other Government Agencies.
- Guarantee that all services which need the approval from the head of department be processed within seven (7) working days.
- Guarantee that all services involving financial procedures be forwarded to the Financial Branch within three (3) working days upon completion of the relevant documents.

Human Resource Development Branch
Objective
To plan, coordinate, manage and implement the course / training / examination programmes in order to develop and inculcate the knowledge and efficiency of ministry’s manpower.
Roles And Functions
- Preparing Ministry’s Human Resource Training Plan;
- Planning, identifying and managing appropriate local and overseas training programmes;
- Providing curriculum and training programmes;
- Managing Service Examination;
- Organizing Competency Level Assesment;
- Conducting Induction Courses;
- Managing Sport Scholarship Scheme; and
- Performing Research and Development on Human Resources Strategic Planning.
Client Charters
We promise to develop knowledgeable manpower via strategic and comprehensive human resources development in training, along with prudent and well manage in conducting examination and Sport Scholarship Scheme. We promise to;
- To ansure the offer letter for attending the course/ training for ministry officers will be deliver less than two (2) weeks before the course / training begin.
- To ensure the application for attending the course / training will be process less than one (1) week.
- To ansure all the procedures for Service Examination and Competency Level Assesment will be completed within six (6) month.
- To ansure Sport Scholarship Scheme will be offer to qualified candidate within six (6) month after application form received.

Performance And Discipline Branch
Objective
To create quality, competent, discipline and integrity personnel through an efficient performance and disciplinary management to achieve Division objectives.
Roles And Functions
- To manage, coordinate and monitor the staff performance and secretariat for Human Resources Development Panel on annual salary increments and Award of Excellent Service.
- To manage, coordinate and monitor disciplinary matters, asset declarations and Letter of Undertaking (Surat Aku Janji).
- To manage promotion and acting process for staff in Ministry and Departments.
- To manage, coordinate and secretariat for the Integrity Management Committee, Good Governance Committee and National Integrity Plan.
- To manage, coordinate and secretariat to the Joint Departmental Council (JDC)
- To manage and coordinate the nomination for bestowing Federal and States Honorary Titles and Medals.
- To manage and coordinate Monthly Best Employee Awards.
- To manage and implement Islam Hadhari Programs.
Client Charters
We promise and committed to deliver friendly, excellent and professional service to produce a quality, competence, discipline and highly integrity Youth and Sports Ministry personnel through proficient performance and discipline in achieving Division’s objective. We promise to:
- Manage the Annual Performance Appraisal Form within three (3) months from the closing date upon receipt of the completed forms.
- Manage the promotion after six (6) months from the acting date of the personnel fulfilling the requirement subject to the availability of the position.
- Manage common disciplinary case within three (3) month upon receipt of complete report on misconducts and disciplinary matters from the Head of Department.
