Introduction.
The core function of the Skills Development Division of the Ministry of Youths and Sports is to plan and organise skills development programmes at the National Youth Skill Training Institute (IKBN) and to ensure that the implementation of the programmes are in accordance with the National Occupational Skills Standard (NOSS) and the industry standards.
Function
To provide a skills training opportunities and trained as many of youth as possible in various technical and vocational courses via institutions and non-institutions.

To train the youths and produce skilled and semi-skilled manpower as well as develop young and competitive technopreneurs.

To be the best institute in providing skill training for the youth to accomplish the country’s developmental needs.

To produce and prepare as many technically multi-skilled youths as possible, who are also disciplined, patriotic, visionary and honest to meet the manpower requirement in line with the country’s Development Policy.
Responsibilities
To provide training opportunity and train our youth in technical and vocational skills courses through various exposure in order to produce as many multi-skilled manpower as possible to fulfill the national requirement.
Client's Charter
To ensure that each successful application for the skills training programs is informed within five weeks after the closing date of application.
To ensure that all trainers and instructors attend the up skilling courses at least once a year.
To ensure that every training module are revised in one year period from the date that approved by the accreditation bodies.

Re-structure the IKBN’s organisation and find candidates for new posts in IKBN.

Physical Development Unit
Review the needs and propose the development of new training institute in Malaysia Fifth Year Programmes.
Identify physical component for each new project under new institute development.
Synchronise and manage the new institute development under Malaysia Programmes.
Review IKBN upgrading proposal and needs.
Review IKBN equipment upgrading proposal and identify the new equipment needs.
Synchronise the technical needs for IKBN’s equipment acquisition and new facilities.
Manage IKBN’s training equipment inventory and facilities.
Manage the development funds distribution and budget management for IKBN’s facilities maintenance, building and equipment.
OPERATIONAL TRAINING SECTOR
Management Standardisation Unit
Manage students’ intake and records.
Prepare and update data for BPK’s and IKBN’s officer and staff
IKBN’s operational services (security safety, dining and cleanliness)
Monitor the implementation of all IKBN/IKTBN/KKBN programmes (full time courses, short-terms training courses, English courses, Information and Communications Technology programmes)
Manage and investigate complaints on IKBN.

Monitor IKBN/KKBN/IKTBN’s administration and operation (management and staff welfare)
Instructor Development Unit
Plan and supervise academic upgrading programmes and training for IKBN’s instructors – Pedagogy, Up Skilling Programmes (KBS), Up Skilling Programmes (JPA), Dual National Training Scheme, and RMK 9 training programme.
Plan instructor’s accommodation according to qualification.
Plan manpower upgrade programmes to recruit more instructors for Bina Insan
Student Affairs Unit
Supervise and manage students’ co-curriculum.
Supervise student’s disciplinary action.

COMPETENCE AND INDUSTRIAL RELATIONS SECTOR
Competency Unit
Ensure the cerfication for the courses follow the SKM, ST and JKKP national training standards.
Supervise training at IKBN/IKTBN/KKBN to ensure high quality.
Manage the establishment of new accreditation centre.
Manage matters pertaining to IKBN/IKTBN/KKBN examination.
Industrial Relations Unit
Plan and synchronise Industrial Training Programmes for IKBN/IKTBN/KKBN students.
Generate a link to implement modular courses, customised and short terms at the IKBN/IKTBN/KKBN to meet industry needs.
Identify jobs opportunities in the industry.
Counsel and assist on students’ accommodation after completion of industrial training.
Collaborate with private agency to increase quality of skills training

Plan and develop technical and vocational training skills curriculum at IKBN/IKTBN based on standard skills.
Plan and develop teaching and learning materials based on the curriculum developed
Review training implementation based on curriculum, teaching material, teaching aid and learning guide.
Identify training equipment needed to suit the curriculum.
Identify the requirement for courses, stage and period based on the industry requirement.
Give technical advice for infrastructure development
Assess and update technical and vocational training skill curriculum.
Supervise the implementation of IKBN/IKTBN Skills Competition.
General Studies Unit
Plan and develop general learning curriculum at IKBN/IKTBN.
Plan and develop teaching and learning material based on the curriculum developed.
Review the training implementation based on curriculum, teaching material, teaching aid and learning guide.
Assess and updating general learning curriculum frequently.
Help to supervise the implementation of IKBN/IKTBN Skills Competition.
MANAGEMENT AND FINANCE SECTOR
Management and Finance Unit

Manage and synchronise Yearly Management Budget at branch and IKBN/IKTBN levels.
Supervise and synchronise the allocation and expenses Management Budget at IKBN/IKTBN
Manage and supervise scope of services and posts held by Officers and Staff of each branch with the Human Resources Branch at the Ministry.
Administration
Manage branch administration.
Manage inventory, stock verification and the asset expiration at branch.
In the beginning, there are 3 Youth Training Centres. These are:
Dusun Tua Youth Training Centre, established in 1966 at Hulu Langat
Peretak Training Centre, established and launched on 29 November 1964 at Kuala Kubu Bharu
Terengganu State Youth Training Centre, established in 1979 at Kuala Terengganu
Introduction
The Institute Kemahiran Belia Negara (National Youth Skill Training Institute) or IKBN was built in 1966 by the Ministry of Youth and Sports. The initial objective was to solve unemployment problems among the youths. It is thought that IKBN would be the right platform to provide the right skills to ensure employment for the youths. In the 1990s, training programmes were expanded to train as many youths as possible in the technical fields in order to produce skilled workers to fulfill the national industrial needs.
Currently, there are fifteen (15) IKBNs around the country, including one Higher Skills Training Institute (IKTBN) at Sepang. The Ministry’s efforts to expand the training programmes remain one of its core agendas in line with the Government’s policy to develop the country’s Human Resources to meet the demands of the industrial sector’s growth.
IKBN’s development proves the government efforts to provide more training opportunities for the youths in various technical aspects, such as Electrical, Electronics, Mechanical, Automotive, Civil Engineering and Personal Grooming. The Ministry believes that the capacity building and development of skilled workers will help meet the country’s vision to become an industrialised country by the year 2020.

Training Concept
The skill training concept at IKBN uses the integrated approach where the implementation infuses a number of training skills such as Theoretical and Practical Skills Training, Entrepreneurial Skills Training, Drills and Disciplinary Training, Leadership and Constitutional Studies, Religious and Spiritual Studies, Sports, Recreations and Fitness.
Entry Requirements
Malaysian citizens
Aged between 18-30 years old during application and minimum Form 5 qualification (Priority will be given to applicant with passes in Bahasa Malaysia, Science and Mathematics at SPM/SPMV levels).
Single
Healthy with no physical disabilities
No criminal record and drug abuse history.
Has not studied at any higher learning institutions (except for applications for higher skilled courses or SLC02 Penjaga Jentera Elektrik A1 (12 months experience) courses).
Applicants must agree to complete all trainings and is expected to obey all rules and regulations.
Applicants must complete SKM 1 and SKM 2 to be able to pursue SKM 3 and/or Diploma in Technology.
Applicants who did not complete/expelled from other institutions are not eligible

Successful trainees will be awarded the Malaysian Skill Certificate (SKM) or Diploma in Technology according to the following levels:

Institutional Training
Conducted full time at all IKBNs around the country. Courses offered include Mechanical Engineering, Electrical and Electronics, Automotives, Textile and Apparels, Hospitality, Personal Grooming Services and Information Technology. All courses conducted will be based on the Malaysia Skills Certificates and the Energy Commission’s standard.
Non-Institutional Training
Non-institutional training are shorter termed and more modular. There are flexible in terms of duration, approach and premises. These trainings are usually conducted with the collaborations of other governmental agencies and the corporate sectors. Some of the courses conducted are Short and Modular Courses in IKBN, Funding of Venues, Hospitality in Agency Scheme, One-Day Career Seminar and Non-Formal Skills Training at Youth and Sports State Complexes.
